Directions

  1. Heat Olive oil in a medium pan over medium-high hear.
  2. Sauté garlic until golden brown.
  3. Add onions and cook until translucent.
  4. Add water, lemon juice, cayenne pepper and salt. Bring to a quick boil.
  5. Reduce heat to simmer. Turn off heat and add tomatoes, cilantro and scallions. Stir well and serve warm.
