For non cake like brownies, always undercook them a bit so they are moist and gooey. Combine flour,  baking powder, salt and cocoa powder in a mixing  bowl. Whisk together  butter,  sugar, egg and vanilla extract. Add egg mixture to the  dry  ingredients.  Fold in  chopped milk chocolate.  Stir until just combined, Pour onto prepared pan, bake for 25-35 minutes or until a skewer inserted comes out clean.
